But I'm not altogether convinced that it isn't just a bone on the table. A red herring as it were. If they were to allow unlimited flows at this time it could conceivably swamp their facilities based counterparts, and conceivably cost them a sizable fortune to support.

It's also possible in my view that they are gearing up to this, but just aren't ready yet. If they don't do it first, someone else will.
