Personally, I do not have anything like a 401K (except for an itty-bitty little government account). My investments are "unprotected": if I should "move them around" (let alone sell them off for cash) in 1999, I will pay tax on them all, big time.

What do you say? Should I cash in my chips, and keep the IRS in business (that is, if it's still in business in 2000)?
