Yes, he speaks Spanish as does his wife. Helms blocked him because in his re-election bid for governor, he criticized Helms.

Aside from the fact that you heard wrong, not speaking Spanish didn't seem to be reason enough to block the manifestly qualified B-movie actor John Gavin as ambassador to Mexico in the Reagan administration.
