The lunge of institutional money at the 5% decline in tech stocks answers the short-term question as to which factor is more influential right now: greed (in favor of higher prices) or longer-term negative earnings expectations. With the Fed in ease mode and major indices near new highs, complacency has reasserted itself formidably.

Today's recovery should reinforce investors' mistaken certainty that no correction is either long or sustainable. That should provide us with a better-than-average probability for OTC profits. The majority of tech stock buying is in the NDX Index which Rydex's OTC Fund emulates (Intel, Microsoft, Cisco Systems, Dell).

The gravity of the cycle low due this week in gold stocks pulled them lower intra-day despite a $1+ gain in the metal. If negative gold sentiment is going to abate, it could settle out in this cycle's time frame.

World War Three - Tonight on German TV (ZDF channel) a documentary was shown of the possible other outcome of the Berlin wall tumbling 1989.

All fiction of course; but based on NATO war plays ( like the Tom Clancy novel on WWIII). US part simulated with speeches of Bush and his government; instead of Gorbatchov an extremist Soviet party chairman (who was to blame for the escalations; and starting the conventional attack on West Germany).

Pretty realistic picture of mounting tensions, escalations. Some part of the scenarios reminded me of some of the worst case Y2k scenarios; such as:

- emergency status and its consequences (think of the Canadian and UK army preparations for Y2k).
- blocking most of the traffic for citizens on highways
- shortage of food and water (blockade of West Berlin)
- people fleeing from large cities
...

Food for thought for Germans in another 6-12 months ...

One of the most watched TV programs during the last 25
years is UNDOUBTEDLY 60-MINUTES. On Sunday November 28,
1998 the Y2K made its Worldwide TV Debut. It was the
lead feature of the hour long show. No punches were
pulled… the Y2K was painted as having potentially
catastrophic ramifications. Following are some of the
more startling comments. These are verbatim quotes from
the program.

- More than $600 BILLON worldwide will be spent before
New Year's Eve 2000 to try to make computers Y2K
compliant. (that's Billion, not million)

- There is a 70% chance the Y2K problem will plunge the
world into a Global Recession -- per interviewee
Dr. Yardeni, Chief Economist at Deutsche Bank

- There are about 100 million computers around the world
which are inter-connected. If they are not ALL compliant
by 31 December 1999, the entire grid may be shut down.

- All public services may become affected:
Communication, Transportation (especially Air), Food
Distribution, Power, Law Enforcement, Fire-Fighting,
Water Distribution and even Hospitable Services.
(although Sanitation Services were NOT mentioned, this
writer can visualize the breakdown of garbage collection
services if all other services are immobilized -- which
would cause unimaginable public health problems).

- The fallout of the Millennium Mayhem may will give
birth to the biggest litigation movement in the history
of mankind. Lawyers' fees will soar - as litigation
damages go ballistic. We are talking Trillions in
damages.

It is an absolute certainty that as media hype about the
Y2K Bug gains momentum throughout the world, 60-MINUTES
will again pick up the baton many times before the fatal
M-Day less than 400 days away.

Without fear of exaggeration, I venture to say the
growing concern about the Millennium Menace will slowly,
but inexorably disintegrate into panic - causing havoc
in the world stock markets and all paper currencies.

Thanksgiving Weekend, 1998: Onward to 2000 - By John Westergaard

This past weekend could be remembered as the
weekend Y2K became real. Three major stories arose
in the mass media. Here's a quick look:

Thank You CBS "60 Minutes" For The First
Serious, Comprehensive Network
Treatment of the Impending Y2K Millennium
Bug Disaster
When we saw the promos over the weekend for "60 Minutes'" treatment
of the Y2K story it appeared at first blush that CBS was joining with The
Wall Street Journal in trivializing the problem. They showed a clip of a
computer programmer moving his family into a desert home and
stocking up with food and guns. Not the case as it turned out. Far from
trivializing the problem, producer L. Franklin Devine and reporter Steve
Croft provided a serious, comprehensive review of the matter. Thank
you and don't stop here. This is a war story. For CBS to not follow up
would be comparable to covering the Japanese attack on Pearl Harbor
on the evening news December 7th and dropping the story the next day
on the basis of its being old news. That's the position of the WSJ
editorial people. "The Y2K Millennium Bug?", says editor Bartley. "That
story has been reported -- it's old news!!!" Hmmm... Hmmm... Imagine.
The Wall Street Journal being oblivious to the biggest
financial/economic story in a generation!!! Amazing, amazing.
