A specialist firm on the NYSE or AMEX will buy or sell for their own account to make liquidity of the underlying issue that they represent. A MM on the NAZ or OTCBB will do the same, but what the trader in charge of the issue looks for is to make the spread and be flat in most cases. Thats where they make their dough. To represent or make a market in a stock there are minimum requirements from the NASDAQ that should be followed. Information on those requirements can be found on this site.
