Kerry, some of the so-called (perhaps unfairly) "doomsters" out there have been predicting exactly that -- that the IRS will not be "in compliance" on time, that everyone will know that, and so then no one will pay their taxes, and so the government will have no money to pay anyone pensions or wages or to meet its obligations, and so the bond market will collapse, and the government along with it....

If that should happen, I wouldn't worry about the IRS "catching up"..It will not be able to put the whole country in jail, after all. And it will be legally liable itself, for not having met the Y2K deadline! Hahahahaha......
