Business Wire STARNET APPOINTS VICE PRESIDENT OF MARKETING BUSINESS EDITORS

WILMINGTON, Del.--(BUSINESS WIRE)--Dec. 2, 1998--Starnet
Communications International Inc. (OTC BB:SNMM.O) is pleased to
announce that it has appointed Bret Conkin as vice president of
marketing.
Conkin has an outstanding record with 12 years of senior sales
and marketing experience to his credit.
His previous positions include roles in senior management and
marketing for Proctor and Gamble, and most recently, the British
Columbia Lottery Corp. Conkin graduated from the University of British
Columbia with a Bachelor's Degree in Commerce. His strong ability to
exceed objectives while meeting budget requirements makes Conkin the
ideal candidate for this position.
Starnet's vice president of corporate development, Grant Johnson
said, "We feel that Bret will bring a dynamic element to our Marketing
and Sales strategy. His talent on achieving and winning market share
will be a real asset as he will be utilizing our established channels
of distribution. He will be working closely with our 14 existing
licensed operators at furthering our goal of attaining market

Starnet intends to file its 10-QSB for the Quarter ended Oct. 31,
1998 by Tuesday Dec. 15, 1998. A conference call with CEO Mark Dohlen

In the autumn of 1997, Starnet's wholly owned subsidiary World
Gaming Services Inc. obtained a Virtual Gaming Permit in its domicile
of Antigua to operate its own Internet casino and sportsbook,
worldgaming.net. Marketed in eight languages to online
gamblers residing in Europe and Asia, World Gaming also simulcasts
horseracing via the Internet, from eight North American racetracks.
World Gaming competes in the Internet gaming "end-consumer"
market with other operators, such as GIC Global Intertainment Corp.
(OTC BB:GGNC.O), Global Games Corp. (OTC BB:GLOW.O) and Gaming Lottery
Corp. (Nasdaq:GLCCF.O).

Starnet subsequently incorporated another wholly owned Antiguan
subsidiary, Softec Systems Caribbean Inc., which is in the business of
licensing Starnet's technology to independent Internet gaming
operators. Being provided with a customized, "turn-key" Internet
gaming system, Softec licensees can commence operation and promotion
of their online casinos with a minimal barrier of entry into the
market.
In exchange for these services, Softec participates in a
percentage of each licensee's revenue stream. Since February 1998,
Softec has entered into licensing agreements with 14 operators, such
as: playersonly.com; ozgaming.com;
i-casino.com; clubriocasino.com;
aztecgaming.com; superbet.com;
classiccasino.com; lasvegascasino.com; and
casinoonair.com
Softec's competitors within the Internet gaming "technology
vendor" market include Atlantic International Entertainment Ltd.
(OTC BB:AIEE.O) and Cryptologic Inc. (TSE:CRY).
