Is it legal for a company to buy back shares and not make a statement about it? Don't they have to tell the public? Or is it just good PR?

I asked that question about the outstanding shares when the 10Q was issued, but nobody responded. I also thought CIST had more cash than was shown on the 10Q. What did they do with all of that cash? I know they did not spend it all on R & D.

I guess the 12% decrease in sales and the 53% increase in net loss out weighed the healing news.

Last night I read CIST's patents as they are written on the U.S. Patents & Trademarks web page. CIST presents there patents as an improvement upon the way things were done in the past. These continued declines in the revenue make me ask, if CIST's product is so superior why have sales continued to drop each year while HMGN's, ENDG's and BIOI's sales are increasing?

If the news release about the decline in sales and increase in losses was issued without any news about CIST's healing capabilities, what would have happened to he price?

Were the two news releases issued so close together to keep the stock price from falling or from rising? Maybe the timing is just a coincidence.
