Remember, there was a considerable amount redacted from his 90+page memo, and the word is that it contains some very damaging info on Clinton himself and the 96 campaign. The term "willful violation" comes to mind......Reno was under threat of "contempt of congress" for not releasing the document, they gave her the 90(?) days to "consider" appointing an IC for the case, and well, you know the rest. Lot more interesting than Monica, doncha think? bp
