He lied because he thought as President the public would not be too happy with his sexual escapades .I do not think he lied because he thought it would cause him to lose the civil suit. After all Monica was very willing and Paula's contention was that she wasn't.Besides his place in history is probably much more important to him than the potential loss of money in the civil suit.
You all must remember I'm not saying I think he done good here! Just that I don't believe that this means he can't be trusted in something he feels would matter to the country. I think you may agree that in his mind if not in yours this was in no way important to the country. Where as on matters of state he would behave differently.... Maybe not. But I am willing to bet that each and every one of you would have his/her price. That is if you felt the consequences of a lie were minor enough, the price of the truth high enough, the chances of getting caught as you perceive them small enough, you would lie about something. Indeed you already have. I don't pretend not to have myself. This does not mean that under situations that carried some importance, you or myself would not do the honorable thing. Perhaps it's all a matter of degree.That is What would be the price of truth? Consequences of lying? That would push us over the ledge into a lie as opposed to BC.
