Yes, you are correct about alpha and beta -- they are the result of statistical errors inherent in the measurement process. For example, it is possible (though unlikely) that in 20 trials a coin could come up heads each time, and you would end up rejecting the null hypothesis. I'm really talking about something much more basic-- constructing a hypothesis capable of being tested.
