Yes. You can use a boot manager. With the boot manager you can select the second harddrive for the installation of the second OS. The boot manager resides on the first harddrive. When the machine boots it will take you to an OS selection screen. Partition Magic by PowerQuest has a bootmanger program.

A second less common method is to install an OS on each of the two harddrives. The selection of the OS is done in the motherboard bios by changing the boot sequence of the harddrives. This requires bios that has this option. Most new motherboard bioses have this option.
