As much as I'd like to see that happen personally, we must remind ourselves that IA-64 isn't going to do it alone. The reason is that the initial volumes of IA-64 processors are still going to be much lower than the desktop IA-32 CPU's, where Microsoft still has a stranglehold. I think Merced is initially targeted toward the enterprise server market, where the OS playing field is much more level than that of the desktop.
