Wow, first of all I would NOT recommend using Fidelity for large quantities of shares such as OTC-BB stocks....the commission is Incredibly Large....I mean, say you sold 10,000 shares of MTEI, the commission would be around $200 compared to an E-Trade or similar for around $15. You would be better off having them send you the certs (do they exist?) and trading elsewhere. (The commission for Fidelity is worse, the more shares you trade)
