Can you give more info on the mechanics of this? I'm confused how anyone, even if they are offshore, could short without borrowing the shares first. If they sell the shares into the market, they have the 3 day settlement period in which to deliver the shares. If they haven't borrowed any shares, what do they deliver in 3 days, and what does the buyer get?
I've also heard that market-makers don't have to worry about borrows (which makes sense, or else they wouldn't be able to make a two-sided market in hard-to-borrow stocks), but again: what are the mechanics of this, and what happens after the 3 day settlement period (what does the buyer get)?

Can you give names of offshore brokers who will let you short anything without having to worry about borrows? This sounds very interesting, as I am getting fed up with getting bought in!
