The transmit power is not the factor in making a phone appear better, it is the input sensitivity. If the mfg gets this right (better than -105dB), then you get a farther range to get a signal (more bars on the display). the phone can transmit more power than the spec if it wants (usually the spec is -22 dbM, but most of the phones can go to -23 dbM). the basestation tells the phone to "turn up" a bit every 20 milliseconds , or turn down. the basestation listens to the phone and tries to balance the pwoer exctly between all phones on transmit power. On receive power at the phone, the basestation basically just transmits full pwoer and the phone listens. the better it can listen, the better the sensitivity and the better teh signal strength meter looks.
