One thing can motivate the Russians--the cold hard SuperD. When you can't pay your workers, you better sign the form that starts the cash flowing. They will sign it soon. Re: reliability--the Soyuz is the most reliable commercial rocket on the planet. Nearly 2000 launches in its long lifetime, 34 failures in the last 1500. If I had to pick a commercial rocket to carry me to space, that would be it. It may be a case of "light fuse and step away," but it works!
