PHILLIPS' IC Magazine Announces
Annual Award Winners

POTOMAC, Md., Dec. 3 /PRNewswire/ -- Phillips' IC (formerly International Cable), the business
solutions magazine for the international cable, wireless and satellite industries, announced the winners
of its second annual IC Awards at the 1998 California Cable Television Association exhibit and
conference yesterday in Anaheim.

This year's winners, in four categories, are: IC System of the Year -- NET Sao Paulo; IC System
Executive of the Year -- Leo Hindery, Jr., of Tele- Communications, Inc. (TCI); IC Programmer of
the Year -- Discovery Communications; and IC Editor's Award -- CANAL +.

NET Sao Paulo is the flagship system of NET Brasil, the country's dominant multiple-system
operator (MSO). Having recently acquired rival Multicanal's homes in the capital, NET is now
upgrading the network for two-way services, Internet access and an expanded channel lineup, while
reducing service-call response to a three hour minimum.

Leo Hindery, Jr. deserves much of the credit for turning around TCI's day- to-day operations and
resulting public image of the world's largest MSO. Instilling a commitment to customer service, civic
responsibility and cutting- edge technology, Hindery has helped boost TCI's stock both with
customers and analysts.
