Let me remind you if your party has a majority of the seats in the House and Senate then you hold the power of the legislature. How that constitutes a "loss" is something reserved to those adept at liberal lexicon.

First off, the Republicans actually lost 5 seats in the House. So, it was a loss. Second, but for this defeat, the impeachment procedure would have been dragged a lot longer. If the Republican leaders are scrambling for a vote now, it is simply because the scene is going to change from 228-206 to 223-211. How this state of affairs constitutes a "victory" is something reserved to those adept at right-wing rhetoric.
