Hi Steve,
PlayStar is using Java-based software for their casino games, just like Global is. This means no long downloading of software to everyone who wants to play them. Imagine if you had to download and install a million or more bytes every time you wanted to see a new webpage. And every time there is a change to the page, you had to go through the same process. No one would want to be on the Internet.
Compiled Java-based software allows you to run programs FAR faster because Java is a built-in part of your browser and you don't need to download the vast majority of the code, just a very small part. And Java runs on virtually any operating system. So developers don't have to provide a half-dozen versions of their programs. Drastically speeding up development/programming/testing time. And since the code is stored on the server, that's the only place it needs to change when upgrades or fixes are desired/required. These are only some of the benefits....

To answer your second question, I don't think so, but I don't know for sure. I haven't checked PlayStar's company website yet....
