I don't think responsibility happens as a right of passage with a certain age, or graduation from a program or anything. It is engendered as a part of a persons character early on in life and nurtured throughout their development.

Which is why I think it is idiotic to expect them to switch from being "irresponsible" to becoming "responsible" at that stage. I would rather not poke my nose into their lives, unless of course, I am prepared to pick up the tab for the consequences, which I am not.

That's one way to look at it. Many times though it is developed rather quickly as the result of a crisis.
