Here could be reason CBS stalled today:

Here are the last two graphs which seem to fare well for CBS afterall:

"The FCC staff plan also would have limited the number of radio stations that a company could own in the same city where it owned a television station. That could have hurt CBS Corp. (NYSE:CBS - news), a major player in both television and radio.

But the plan also would have increased the number of cities where common ownership of radio and TV stations was permitted at all to the 50 largest markets from the 25 largest now."
