It took several days to get this very enlightening response from the Customer Service folks. Perhaps their new slogan should be "E*Trade - Be Thankful We're Not Running An Ambulance Service".

Since our site is undergoing some enhancement and updates, you may have
experienced some
difficulties. We recommend accessing your Etrade account by typing in our
address directly rather
than going through bookmarks and or favorites. By typing in the address
directly, you're able to bypass
most problems created by bookmarks. Secondly, to move about the site
quicker, be sure to turn the graphics
off. You may also want to try accessing your account via an alternate IP
address 198.93.32.181.
