I would say that most people putting money into 401K's consider it "savings", and will use it as "savings" when retirement comes by spending it then rather than now; which is saving.

Question to all:

If savings rates are decreasing and all of this money is supposedly going into 401k's, how is it that the GDP increases? Is this not consumer spending? (credit spending?)
