EBAY has no options yet, and therefore the only way to get short shares is through open market at the time of shorting. If one would have some patience, asking the broker to notify of short shares when available typically works.
For stocks like AMZN that has option, selling short call options can result in short shares if the price closes above the strike and the option is not closed at expiry.
