Lamar, in Adobe Photoshop, go to the "Image" menu, select "Image Size", change the Width x Height attributes, click "OK". Save as a .jpg.

Of course, none of this helps if you can't open the image in Photoshop, and why that would be, I don't know. I took the image from your site, and loaded it into mine with no problem. Christmas Gremlins, perhaps.
