I'm no expert on the subject but it sounds like a driver problem. Each company has had to update their video drivers to support the multi-monitor feature of windows 98. A lot of these updates were done quickly to keep customers happy and have some bugs in them. I have updated my video drivers twice since I installed windows 98.

Netscape and IE4 have some different graphic and video display features built into them. One of the Netscape video features may be conflicting with one of your video cards. I run both Netscape 4.5 and IE4.02 and haven't had any major problems other than IE4 dumps on me once in a while.

I would suggest you go straight to the companies to update you drivers since they will have the most up to date ones. You may also want to get an update flash bios if they have one.

You might find what you're looking for at tucows.com
under Browsers and Accessories.

However, if it is a driver problem, it is best to go directly to the company's home page. There you will be able to update your driver(s).
