This is an under reported crisis in America - Congress is writing a flood of legislation and most if it is crap. I will agree with you there, David. But we've had a Republican congress since the '94 election. The process got a little more streamlined since then, as in '95 lobbyists (of the proper stripe) started being invited to write the legislation themselves. Then, there was my favorite piece of legislation, Slade Gorton's Salvage rider, aka "Forest Health Preservation Act", where we had to clear-cut the forest in order to save it.
