Hughes' satellites have a different thermal/power balance design that allows for this. It is important to note, that there is still one solar array panel generating power, even though it is in the stowed configuration. Two panels, one from each solar array, face away from the satellite when they are stowed, but since they are on opposite sides of the satellite, only one can point to the Sun at any given time. One panel is roughly 1/8 of total power, and in the early phase of the mission, that is enough for their design.
