Agree with what you are saying; although, I think players like IXC set the stage for a new, fast changing, breed of telecos. In order to provide future convergence of voice/data services infrastructure upgrades are essential. Not only to meet the exponentially growing demand but to reach the critical QoS within the data segement(IP networks.)

I like the fact that DCI is taken a very proactive path to achieve the goal of becoming a global telecom service provider. DCI's increased presence in Europe will become very profitable as the telecom deregulation takes off. To already have strategic partnerships as well as installed facilities (switches, multi-langual call-centers, fax over IP etc) in order to handle the increased demand for various services will prove the right way.

I would not be surprised to see IXC's 13% stake in DCI increase substantially over time if DCI's European operations prove to work out in a good way.

Joe, time to streamline operations, reap the rewards and ride the oncoming wave!
