to get to the stage of serious contract negotiations with foreign companies/governments, as DGIV is at this time, DGIV has to show that its equipments/servers work and that the quality of its product satisfies its potential clients/foreign business partners. The fact that DGIV is close to contract signings also means that its equipments pass the tests required by its clients, which would also mean that DGIV will be able to sell its equipments as another source of revenues besides making money off the "minutes".
