I would agree that on the face of things, the loss of a few people may not be significant. But if some people were told of or knew these facts, while others were shielded from these facts, I believe that criminal wrongdoing may be a factor.

It seems that some people clearly knew more, earlier than others. It appears that some of these people may have then used the knowledge to profit from those facts. That is human nature, yes, but that also may be illegal.
