pardon my eavesdropping so to speak, yours was the only e-mail address i had
seen on the raging bull COII message board lately, so i thought i'd pass some
information to you that you can relay to others if you think it is helpful.

i've followed COII for about 8 months now and stop in regularly at the
different boards to check up on other people's views of it. the big question
i see everyone having about when the sec will submit its review of the
registration statement interested me, so i called the sec corporate finance
division at 202-942-2900 to ask if there is an actual time frame the sec has
to respond. in speaking with an sec lawyer she answered first by saying:

there are 3 levels of review: 1) 48 hour review 2) monitor company or 3) full
review

COII i believe is under full review so her answer to my question about the
time frame for full review was this:

on average it takes the sec 30 days to respond with their comments regarding
the sb-2 or sb-2/a, it definitely varies but the bulk of responses are given
within 14 to 40 days. there is NO set time frame though for which the sec must
submit their response. after which it is the companies obligation to state
whether or not their registration is effective (assuming the sec requests no
further information)

i dont know if this gives you any better indication, it took away a tinge of
the immediate anticipation for me, but i am definitely excited about the
potential upside effect this may have for the stock price. i have averaged
down since $1.70 and am hoping to get back even quickly after the registration
becomes effective.
