The harmonized WCDMA will be the result of the current process in harmonizing the various WCDMA proposals based on the GSM core architecture.

The regional standards bodies have the power to implement a standard in that region, as per GSM sanctioned in Europe. The various 3G proposals could follow the same course and thus fragmented global market, as per 2G today. This would of course give advantages to certain parties. The ITU are in the end, fairly powerless.

I am digging up the RF information and what it really means with regards to your question. All I know was that the RF harmonization would not impinge on the IPR issues.
