But removal is VERY difficult from abusive homes. The policy of keeping families in tact is stupid where there has been abuse. The physical well being of the child should always come first. That is not the case- that is all I am saying. A relaxed policy with the mentally ill does not help the situation.

If you were involved in the system than you know what I am talking about. Even after several instances of reported abuse it can be difficult to remove a child- AND there are not enough social workers to monitor children in known abusive homes properly.
