Grant,

I have no additional information regarding specific figures, either, but it seems clear to me that the reduction in costs per minute given is for international usage only.

DCI's per minute variable costs, ignoring overhead (e.g. billing), interconnection fees, depreciation, etc., are doubtless well below $.05 for domestic U.S. PSTN (Public Switched Telephone Network) calls, quite possibly well below $.04.

Being able to connect to IXC's network not only drives down international calling costs, it reduces domestic PSTN costs, and, to the degree that calls can now be made over IXC's IP network, the cost of calls (e.g for Cyberfax) are now reduced even more.

Additionally, with access to IXC's network, as was recently pointed out (Silven?), IXC can now begin to offer advanced services such as guaranteed fax deliveries with time of answer and guaranteed return receipt for completed fax, items not possible over the general Internet. Of course, to the degree that DCI enters the domestic long distance market to leverage the availability of IXC's network, then Mr. Murphy will truly be capable of generating huge -- and profitable-- numbers.
