I think taking that out of context distorts the message intended. The previous verses are talking about getting material blessings from God and asking with wrong motives that you might indulge yourself. That is IMO the world verse 4 is referring to. Being adultress that you desire possesions more than loving God.
James 1-3
1: From whence come wars and fightings among you? come they not hence, even of your lusts that war in your members?
2: Ye lust, and have not: ye kill, and desire to have, and cannot obtain: ye fight and war, yet ye have not, because ye ask not.
3: Ye ask, and receive not, because ye ask amiss, that ye may consume it upon your lusts.
4: Ye adulterers and adulteresses, know ye not that the friendship of the world is enmity with God? whosoever therefore will be a friend of the world is the enemy of God.
He is not excuses us to not love people here IMO.
Here are some interesting verses,
1 John 4
20: If a man say, I love God, and hateth his brother, he is a liar: for he that loveth not his brother whom he hath seen, how can he love God whom he hath not seen?
Luke 10
25: And, behold, a certain lawyer stood up, and tempted him, saying, Master, what shall I do to inherit eternal life?

27: And he answering said, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy strength, and with all thy mind; and thy neighbour as thyself.

I did some thinking on the description the Lord gives of who is our neighbor. It does not exclude the world but includes it IMO.

Do you believe that god is saying that you should cause discourse? That it is preferable to not have friendship? Do you think that makes you an enemy of God? Do you believe that what that passage is saying is that you should only be friendly with a small cadre of people and that God believes in separation? Would you even want to believe in a God who beliees in that?
