We mere mortals are not allowed to short OTC BB stocks. Market makers can make it possible for themselves and others like perhaps......BATMAN

They often circumvent the rules and short phantom shares. That is to say they don't have either the shares nor the certs in their possession.

It's nothing that isn't happening with nearly every stock out there. It will catch up to them eventually.
