FCC Told it Should Reject ILEC-Computer Company Proposal

The FCC should reject the proposal by incumbent local
exchange carriers (ILECs) and computer companies to
deregulate broadband networks because it's a "sham" designed
to undermine the Telecom Act, a group of competitive local
exchange carriers (CLECs), trade associations and information
service companies said in an ex parte letter sent December 10 to
the FCC. The group said the concessions offered by ILECs all
have limitations and some just promise to do what ILECs
already are legally required to do.

In return, ILECs gain a "get out of jail free card," which doesn't
seem "like a fair bargain," the letter said. Some parts of the
proposal, such as interLATA relief and freedom from unbundling
digital subscriber line (DSL) electronics, violate the Act, the
group said. Those signing the letter includesd the Association for
Local Telecommunications Services, AT&T, Cable & Wireless,
CompTel, Covad Communications, Epoch Networks, e.spire,
Intermedia Communications, Internet Service Providers
Consortium, MCI WorldCom, Netcom, PSINet, Sprint and the
U.S. Internet Service Providers Alliance.
