Consumers Union Washington Office Co-Director Gene Kimmelman said he believes
AT&T when it stresses local telephony, but he said he fears that with AT&T's
warnings about the high cost to enter the market, the company could focus on
high-speed Internet access instead of voice services. At the FCC's en banc on
mergers, Kimmelman said the AT&T deal could be the "final nail" for local
competition." FCC Chairman William Kennard picked up on Kimmelman's comments,
suggesting that AT&T might only target the upper 20 or 30 percent of the
telephony market. But James Cicconi, AT&T's senior vice president for government
affairs and federal policy, said Kimmelman was "just dead wrong. The whole
[local telephony] deal is based on volume."
