Joe, I checked the Globe website but didn't see the article. I know that it is official Washington/Ankara policy that a pipeline go from the Caspian oilfields through Turkey to the Mediterranean. If it didn't, the oil would have to go through Iran and/or Russia. The countries in the Caspian region also agree with that policy, but nobody wants to pony up the extra cost of the Turkey pipeline. I haven't seen anything recently though. The extra cost is more difficult to bear right now because of the low cost of oil and some initial drilling in the Caspian region that was disappointing.
