I don't follow NM Von so I don't know the FA or story. Technically the good news is that RS is in a column of X's and it is trading above its Bullish Support line. The bad news is that it gave a triple bottom sell signal recently. Triple bottom sell signals almost always occur on stocks that are trading below their Bearish Resistance Lines as opposed to stocks trading above their BSL ( unless its way way above of course). My limited experience with stocks that give triple bottom sell signals when trading above the BSL (when the BSL is fairly close) is DURA (from then 47 to now about 11), CTSC (13 to 13/16!) and ESOL (18 down to about 2). This is not a scientific fact but my observations of triple bottom sell signals above a fairly close BSL is not good. Maybe NM will be different.
