The NASD, under Zarb, has been moving aggressively to
compete with the New York Stock Exchange and fast-growing
electronic networks like Instinet. About 20 percent of the volume
in Nasdaq stocks is accounted for by electronic networks, which
match institutions' and brokerages' orders while offering them
anonymity and direct access to the market. That percentage
is expected to triple in the next three years, according to SEC
market-regulation director Richard Lindsey.
