You've got it all wrong. Clinton paid Jones off so that he wouldn't be faced with the possibility of being hauled into civil court again, if the Jones case was reinstated.

Clinton did not want to have to testify under oath again, for obvious reasons. By settling the case, he avoided another entrapment.
