BCB TO REPLACE TAPE-BASED SYSTEM WITH DIGITAL
RECORDING TECHNOLOGY AT NEW BRUNSWICK LEGISLATURE

Digital Recording System Will Record Legislative and Committee Proceedings

December 15, 1998 - MARKHAM, ON - BCB Voice Systems Inc. (BIV- Alberta Stock Exchange) today announced that, following a competitive bid process, it has been awarded a purchase order from the Legislative Assembly of New Brunswick for the sale, installation and support of a digital recording system that will replace the analog-based recording system currently being used.

BCB's digital recording system, running under a Novell 4.11 network, will consist of multiple voice logging units that can record events on the Legislature floor and in committee rooms simultaneously, and the installation of BCB's playback and transcription software on 11 Microsoft Windows-based workstations. The software enables compressed audio files to be played through special sound cards and provides professional playback control functions.

Loredana Catalli Sonier, Clerk of the Legislative Assembly, says the purchase of BCB's digital recording system will give New Brunswick's Legislative Assembly tremendous flexibility. "We were pleased with BCB's approach in offering innovative solutions. BCB's ability to customize their software allows for future change and expansion of the system. That, coupled with the success of BCB's installation at the House of Commons in Ottawa and their intimate knowledge of Hansard requirements, provides a high level of comfort."

Leo Halpern, BCB's Senior Vice President of Legislative and Courtroom Systems points out that installation of the new system will be BCB's fourth major installation in Canada. The House of Commons already uses one of the world's largest digital recording systems of its kind, developed by BCB, which consists of 96 audio input channels and 90 transcription workstations (each receiving two audio channels simultaneously). Earlier this year, BCB also installed a digital back-up recording system for the House of Commons Information Services Branch and at the Canadian Senate.

BCB Voice Systems develops and markets software and systems that capture, digitize, compress and store voice from a variety of sources and then manages the flow of these voice files over virtually any computer network, including the Internet. The Company supplies solutions to end-users ranging from individual medical and legal practices to large hospitals, legislative assemblies, courthouses and general business. BCB has formed a number of key alliances and is currently integrating its technology with leading voice recognition, case management, document management and medical workflow software.
