Remember he used his wife as pointman for many of the scandals. They can claim that she was acting on her own and his job is safe.

I disagree with this specific sentence ( these offenses are not minor ) but agree with the thrust of your post.

Taken in isolation these 5 or 6 charges might not be enough to impeach a president. However they are representative of a pattern of corruption. The people most enthusiastic about impeachment are viewing the Clinton presidency in its ( dismal ) totality.
