I believe that the answer to your questions regarding institutional investors taking a position is "Yes". I personally don't expect any major institutional positions until the company announces a contract - ie, until mid January or so. But then I think we'll see a buyers' stampede into the stock.

So for the fainthearted (ie, Noway/Brubaker) or the skeptic (Visnic and the other ULBI holders), wait. You're not in the stock, and there are just so many "lost soul longs" that you can save with your sermons. If you are right, then you can buy the stock lower and be proud of yourself.

Of course, you may be wrong and will be afforded the opportunity to buy it a lot higher -
