Dan : For a few seconds I was tempted to answer your post the same way you answered me when I wanted to have a serious discussion with you on the Henry Ruth article I posted a couple days ago. < Why should I care about XYZ...>. But this is the first time you seem to want to have a genuine discussion, and you raise some important issues, so I will do my best to answer your questions.

Russia - Ignoring effects of widespread corruption and mafia like atmosphere through gvt and industry, and encouraging commerce and finance deals with officials and individuals known to be corrupt or belonging to criminal organizations.

North Korea- Putting US in a position to be blackmailed by Pyonyang, one of the harshest and most perverted dictature on earth, by providing US assistance in building nuclear reactors in exchange for concessions the administration will never obtain .

Pakistan-India-China : Being responsible for nuclear arms race between those countries by providing technological and commercial assistance to China. As you may know China and India are archrivals, and India and Pakistan are also at each other's throat (There are still territorial conflicts between China and India, and between India and Pakistan). When India realized the US was assisting China in fields with potential military applications (Loral/Hughes), they decided, for national security reasons, to send a signal to China and Pakistan, that they had nuclear capability. When India tested, Pakistan tested too, to demonstrate their capability to India. The US was taken by total surprise and Clinton looked like a fool.

Iraq : Do I really need to explain this one ? Sadam knows Clinton's weaknesses, and he is using them to the fullest. Sandy Berger, a lawyer by formation, is calling the shots for Clinton, not Albright or Cohen.

Israel : It is my opinion, and that of many others, that Clinton made a desesperate attempt to have the Wye Accords signed no matter what the costs or the risks, in order to attract attention away from impeachment. The promises made to both sides (involvment of CIA in monitoring, Pollard's potential release, financial assistance) on behalf of the US, were unreasonable and unrealistic. The Israelis now believe that Clinton is a dupe, and the peace process has all but stalled. Clinton's trip was organized at the precise time of the vote in Congress so that he could look Presidential.

<what a dragged out impeachment trial, with attendent uncertainty followed by a temporary new administration, will do to improve the

IMO, refusing to impeach Clinton poses much greater threats than those of the situation you describe above. At least Gore will be able to exert leadership and tackle issues. If Clinton had one atom of decency left in him, he would resign and tell the people that he is going to defend his case as a private citizen in order to preserve the greater interests of the nation.
