OT RE: social security investment in stocks

I hope no one will talk about investing social security funds in stocks. Everytime they do discuss it, the market tanks. Wonder why? In the original debates over Social Security (huge reserves were planned) the idea of investing in stocks was discussed but there were not enough stocks on the market. Then they decided to invest in Federal debt. But there was enough of that either. So they decided to have World War II. That solved the problem of availability of investments.
