I thought the Boland Amendment was declared unconstitutional. It was also modified a number of times by a Democrat congress while policies counter to it were already ongoing.

Getting rid of the Communists in Central America did enable those economies until the Asian Flu hit. The US was in a low-intensity war with the Soviets and Chinese for 40 years, most of the time using client armies. Whose side are the Democrats on, anyways? They always seem to support socialist and communist client states.
